POSITION: USAID Project Management Specialist (Health Promotion), Grade level: FSN-11
BASIC SALARY: From FRW 22,009,161 to FRW 37,415,578 per year

WORK HOURS: Full-time; 40 hours/week.

BASIC FUNCTION OF POSITION
Job holder is a senior health promotion activity manager and key public health technical advisor to the USAID Health team. S/he will advise the Health and Social Welfare Promotion Team Leader, the Health Office Director, the Mission Director, and the USG inter-agency team on health promotion interventions in Rwanda. As an expert in health promotion, s/he also plays an important advisory role in developing country-level strategies, policies, and guidelines. For this position, health promotion includes, water, sanitation and hygiene (WASH), maternal and child health (MCH), and nutrition.

QUALIFICATIONS REQUIRED
NOTE: All applicants must address each selection criteria detailed below with specific and comprehensive information supporting each item.
a. Education: (10 Points)
Master’s Degree in public health, health policy, behavioral or social science field is required.
b. Prior Work Experience: (10 Points)
A minimum of five years of mid-to-senior level public health experience in developing and implementing WASH and health promotion programs or other relevant public health programs that involve coordination with international agencies, the Government of Rwanda, or implementing partners is required. Demonstrated experience in strategic planning, policy formulation, providing technical leadership, and program management is required.
c. Language Proficiency: (10 Points)
Level IV (fluent - speaking/reading/writing English is required.
d. Job Knowledge: (20 Points)
Comprehensive understanding of health promotion, including WASH and community-based initiatives, and program design, implementation and evaluation is required. Experience in behavior change methodologies and their application to WASH is highly desirable. Demonstrated ability in building and maintaining close counterpart relationships, both governmental and in the community is highly desirable. Demonstrated ability to work collaboratively and effectively in a high performance environment and under tight deadlines is highly desirable. Demonstrated ability to apply policy directives to activity design, implementation and monitoring and evaluation is highly desirable.
- e. Skills and Abilities: (50 Points)

- Current employees serving a probationary period are not eligible to apply.
