Plan International has been working in Rwanda since 2007 with a major
focus on four country programs: Right to Access Quality and Inclusive
Education, Right to Early Childhood Care and Development through United
Communities, Right to Youth Economic Security through Active Citizenship
and Right to Protection. Plan currently operates in Gatsibo, Kayonza,
Rwamagana, Bugesera and Nyaruguru. Plan International Rwanda has
recently entered into partnership with UNHCR as partner implementing
Sexual & Gender Based Violence Responses and Child protection in all
Refugees Camps across the country.
Plan has a strict child protection policy and guidelines that all
staff must follow at all times. All staff are expected to help ensure
all Plan associates know, understand and follow these and take an active
role in the protection of all children from abuse and exploitation.
To facilitate the implementation of its activities, Plan
International Rwanda is inviting applicants from suitably qualified
locally based Internationals and/or Rwandan nationals with international
experience to fill the following vacant position:

Job summary
In May 2014, Plan International Rwanda entered into a partnership
with UNHCR and MIDIMAR to provide child protection and SGBV protection
response and prevention services in all five refugees camps in Rwanda
and for urban refugees in Kigali. At the end of March 2015, Burundians
began crossing the border into Rwanda to seek asylum from harassment and
threats due to the upcoming presidential elections. In response, the
Government of Rwanda allocated two sites to host the refugees and in
partnership with UNHCR asked implementing partners to support the
emergency response. Plan International Rwanda deployed staff to the two
reception centres and Mahama camp in addition to the 5 old camps.
Plan International secured quite a number of Grant funded projects
(with UNICEF, UN Women, WFP, SNO, UKNO...) and recently an agreement
with UNHCR to continue the operation for 2016.
There are now a total of 140,000 Congolese and Burundian refugees in
Rwanda. Recently new partners have been introduced to provide support to
refugees such as Save the Children, Legal Aid Forum and Handicap
International to support the protection and SGBV activities.
Given the high rates of child abuse in the camps, the high number of
unaccompanied and separated children as well as continued high
incidences of SGBV, there is a need for further quality assurance of
Plan International Rwanda’s Child Protection and SGBV response and
prevention services. While Plan has Child Protection Coordinator and
Officers, SGBV Coordinator and officers and Community Engagement
Coordinator and Officers in place to support interventions for more than
one year, most are in need further coaching on case management,
capacity building, and technical support in developing and implementing a
social and behaviour change strategy for prevention of child protection
incidents.
It is against this backdrop that Plan International Rwanda is
seeking a qualified International Child Protection in Emergency
Specialist (CPiE) with knowledge on SGBV prevention and response to
support the Refugee Protection Project.
Objectives, Scope of Work and Typical Responsibilities
“What” is done and “why”, but not “how”; include indicators for success
The CPiE Specialist will provide technical support to the Refugee
Protection Project team in child protection and SGBV to ensure quality
response and prevention interventions.
Specific objectives
Specifically, the CPiE Specialist is expected to focus on the following areas of work:
• Ensure capacities of the Refugee Protection Project field staff is
strengthened on CP and SGBV prevention and response through the
facilitation of formal and informal workshops and training and by
providing technical advice;
• Review of case files in the camps to ensure proper documentation and
filing of all child protection and SGBV cases, whether hard or soft
copies;
• Provide technical advice and support to field staff with regards to
case management and unaccompanied children – this includes assessing
their situation, developing case plans and ensuring alternative (family
based) care and monitoring;
• Support the field staff in the camps on the development and
implementation of a community engagement strategy on Child Protection
and SGBV.
• Develop programming guidance on inclusive psychosocial support
activities for children through CFS activities that can be adapted per
camp.
• Provide technical advice and support to ensure quality provision of alternative education to out of school refugee children.
• Develop and review any technical document such as ToR’s and technical inputs and review of concept notes and proposals.
Methodology/Approach
The CPiE Specialist is expected to:
• Be based in Mahama but with frequent travel to other camps. He or she
will work with field staff of the Refugee Protection Project on a daily
basis. Travel may be required to Kigali as needed/requested by the
Project Manager.
• Work closely with the Field Protection Manager for the Burundi
response and the SGBV and Protection Project Manager but will report on
achievements and updates to the PSM and Child Protection Country Program
Manager.
• Liaise with MIDIMAR, UNHCR, UNICEF, implementing partners, and host
community actors as needed to improve child protection programming in
the camp and among the host community.
• Monitor and map key child protection and SGBV issues as needed for trend analysis.
• Design and facilitate trainings and workshops as needed for staff and partners on child protection, SGBV and related areas.
• Ensure that all projects implemented are CCCD standards and levels “friendly”.
• Function as part of the Plan Protection Team, providing technical support and guidance.
• Work with the field staff on cases that cut across both gender-based
violence and child protection issues to ensure a holistic, coordinated
response in the best interest of children and survivors.
• Monitor CP and SGBV case management and prevention activities to ensure a quality response.
Expected Deliverables
1. Work plan and monthly planning of activities is submitted.
2. Capacity building needs assessment and action plan for field staff developed.
3. Training materials are developed for CP, SGBV and related topics are submitted for approval.
4. Community engagement strategy and work plan by camp, inclusive of any contextualized tools produced and approved.
5. Programming guidance on inclusive psychosocial support activities for children through CFS activities produced and approved
6. Monthly progress report provided to the Child Protection and SGBV
Project Manager according to ToR and work plan for review and approval
by PSM.
7. Final end of deployment report on achievements, lessons learned,
challenges, and recommendations to improve child protection programming
for the Burundi response.
Knowledge, Skills, Behaviours, and Experience Required to Achieve Role’s Objectives:
The ideal candidate will have:
• Master Degree or a long and strong experience in emergency
response, humanitarian and Disaster settings especially on Child
protection with good knowledge of SGBV.
• Proven expertise in CP and SGBV cases management
• Experience in Counselling
• He/she must have ability to communicate fluently in English. Ability to communicate in French is an advantage.
• He/She must have knowledge of PLAN INTERNATIONAL or like
organisations’ policies and procedures, Sphere and the Red Cross/ NGO
Code of Conduct.
• He/she must have at least 3 years’ experience in Protection program
design and implementation, including at least one year of international,
humanitarian experience.
• He/she must have proven knowledge and experience in developing and implementing community mobilization projects.
• He/she must have the ability to remain flexible to a changing
environment, to make decisions independently and to work well with a
cross-cultural team.
• He/she must have ability to effectively present information and
respond appropriately to questions from senior managers in the field and
Country Offices, counterparts, government representatives and others.
